My monitor is 1440p @ 144 Hz, so this is probably the issue. Very lame. Forget what I said. Fullscreen is locked to 60Hz, borderless and windowed mode is unlocked. The dll unlocks the refresh rate in fullscreen mode so you don't have to deal with windowed/borderless mode (it was made for Mafia 3 but works here too) uu4B.
